In the Mass Effect Universe there's a sort of metric time. A day is 20 hours long, an hour is 100 minutes long, a minute is 100 seconds long, but a second is only half as long as our earth seconds. So in this metric time, a day is just a couple of hours longer than an earth day.
This is a related to a topic in the podcast which Burnie got fired up about. (Why would you ever get rid of an education facility?)
A reason off the top off my head on why to translate an education facility to a commercial facility: If the school needed to upgrade facilities and ran out of real estate, for instance they needed a playing field or swimming pool or something huge. They'd buy a new lot, a better larger school and then sell the current lot. You retain staff, students and all the personnel infrastructure of a school with more room for expansion.
It's like why would you move houses rather than just expand the property on the lot? Because there are more options available
There are schools in London which is like the size of a house with no room for expansion because of lack of room for expansion. I could totally see why they'd change a school to a mall.
