Though never mentioned Hampshire is genuinely a downplayed member of the Freelancer program due to his behavior during his first mission where he had abandoned the actual target of his mission in pursuit of what he believed to be a more reasonable objective. Though he took down his newly personally chosen target and retrieved what turned out to be valuable data module from his captive, the Director threw him on the back burner for failure to commit to the designated target given to him.
However his partner managed to capture the actual target, Hampshire was labeled as a hindrance to any missions such as "Operation Sarcophagus". Hampshire from there ended up working on tech rather than sit around. However he is never mentioned by any of the members of Project Freelancer he had some ties to Agent Washington, Agent York, and Agent North Dakota whom he personally trusted more-so than the others noted in the Freelancer program.
Shortly after the events following the A.I. program Hampshire stole a GA-TL1 Longsword-class Interceptor from a hangar and fled the program. His stolen Longsword was found crash landed on a beach, he was not found among its wreckage. On board the downed fighter was a sealed box.
