      Yeah that's about right.
      Matsuya means fish and nyaya is kind of "a state of things."
      "Justice" might be putting too normative a term on it. It's basically the state of the world where big fish eat little fish and there isn't anything anyone can do about it. It's the Thrasymachus vision of "justice" as being the will of the stronger. I believe that term is actually from the Arthashastra (Artha = state, shastra = art/craft) which is a loooong treatise on political theory written by Chanakya and formed the basis of the Mauryan empire. Chanakya's idea was that without a king or other strong force to impose order you get the anarchic state where the strong beat up on the weak.

      And Niti is just what is regarded as proper behavior. It's sort of like "norms" but a bit more specific to the specific moral/immoral nature of actions rather than the violation of custom or decorum. It's a bit trickier to get because Indic philosophy historically regarded "right" and "wrong" differently. Unlike in a lot of Western systems of ethics, the moral weight of an action doesn't rest in the action itself. So it's not really Kantian because a Hindu ethicist wouldn't say "Stealing is bad." He would say "Stealing this here will cause hardship to the person you're stealing from, so in this situation stealing would be bad." It's not really utilitarian either though because it's not necessarily bad because of the hardship being caused, but because your willingness to inflict harm for purely selfish reasons is considered to be personally damaging to you yourself.
